Sleep problems and "not a morning person" contributed to the answer:

I wasn't quite awake when I hit Google with "blue flower feathery leaves". What-the-heck; first up was "Love in a Mist", Nigella damascena.

Thank you! Now my neighbor and I know what this is (other than an "attractive weed").
